As part of a bold and comprehensive initiative to strengthen access to justice and reimagine the court user experience, the Court has released its 2025-2028 Strategic Plan. This new plan realigns court resources and priorities to enhance accessibility to justice, build public trust, streamline case resolution, modernize court operations, and create a more innovative, agile, and forward-ready court, Presiding Judge Sergio C. Tapia II announced today.
Developed using data-informed insights and led by a broad cross-section of judicial officers, in collaboration with court staff, the Strategic Plan focuses on five key areas of transformation:
- Enhancing Accessibility and User Experience: Redesigning the court experience to be more user-focused, inclusive, and responsive to the needs of all court users.
- Building Public Trust and Confidence: Upholding the highest ethical standards, maintaining accountability, being transparent about processes and the use of resources by deepening engagement with the community through outreach and education.
- Streamlining Case Resolution and Modernizing Court Operations: Improving efficiency and innovation in case management through the strategic use of technology to drive improvements.
- Fostering Innovation and Agility: Creating a dynamic framework to adapt quickly to change and lead in judicial innovation.
- Empowering a Future-Ready Judiciary and Workforce: Supporting and developing a skilled workforce that effectively assists judicial officers to meet the evolving demands of court service and the needs of the public.
“Recognizing the evolving needs of the communities we serve, the Court has made significant strides in recent years to ensure fair and equitable access to justice across Los Angeles,” Presiding Judge Tapia said. “With the launch of this Strategic Plan, we take the next step, accelerating our efforts with clarity and purpose to shape a court defined by judicial excellence and innovation. The public rightly expects the judiciary to keep pace with rapid advancements in technology and service delivery. We will meet those expectations by harnessing data, embracing innovation, and fostering a culture of continuous improvement. Our Court will be accessible to all, trusted by all, and just for all.”
The Focus Areas are built on the Court’s refreshed core values, which include:
- People Focused: Prioritizing the needs of individuals that the Court serves, including court users, court employees and judicial officers.
- Transformation Through Innovation: Continuously improving processes through innovative solutions and embracing new technologies and approaches.
- Data-Informed Decision-Making: Using data and facts to inform policy, administrative and operational decisions.
- Collaboration: Working with justice partners, stakeholders and the community the Court serves by maintaining and deepening active lines of communication.
- Stewards of Public Trust: Maintaining the public’s trust and confidence by upholding the highest ethical standards, being accountable for our actions and being transparent about processes and the use of resources.
Widely recognized for judicial and administrative excellence, the Court critically analyzed existing institutional knowledge on court operations to identify areas for improvement in the new Strategic Plan. This included examining public polling data to better understand existing and emerging trends, thereby developing a judiciary well-equipped to meet the needs of the future. The Court also leaned upon a vast network of external partners and stakeholders to ensure that the Plan aligns with the current needs of the community.
“As the largest unified trial court in the nation, we are uniquely positioned to redefine and transform how a court can serve its community by critically examining how we provide accessible justice,” Executive Officer/Clerk of Court David W. Slayton said. “The 2025-2028 Strategic Plan was developed to effectuate change in the level of service to court users, justice partners, and community stakeholders by targeting several key areas of improvement to ensure the Court remains efficient, effective, and responsive to the community. The work outlined in the Strategic Plan will empower the Court to better meet the challenges of the future. We look forward to implementing the Strategic Plan to deliver excellent service to the public and the communities we serve.”

The largest trial court in the nation, the Superior Court of Los Angeles County serves a population of almost 10 million in 36 courthouses with a jurisdiction covering over 4,000 square miles that includes 88 cities, 140 unincorporated areas and more than 90 law enforcement agencies.
